countries, the national characteristics, traditions, customs, and
standard of living of their inhabitants are thoroughly investi- -gated and made known to our people, it is a matter of course that our trade and commerce will develop therein.
In matters of warfare it is also clear that we should proceed with rapidity. In the past Japan has sent out agents to other countries to investigate their military arrange- -ments, political aims, and traditions and customs, but oftener than not they have met with a fatal end and many of them never returned. In other instances these agents have had to act individually without help and consequently they could not achieve their objects to the full.
These difficulties will be removed if a proper organization is established for the purpose. Headquarters should be established in all important places and a permanent official appointed for each. His duty would be to investigate local conditions and to communicate the results to the Government. His field of investigation being thus limited, better results could
be obtained.
Moreover, our tourists and travellers would
receive every facilities from these sources and our business men also would be greatly assisted. With these objects in view the Eastern Asia Co-operative Association is established under the following rules and regulations:-
1. The Association is to be known as "The Eastern
Asia Co-operative Association".
2. The Association is under the direct control of
the General Staff and the policies and work of the Association will be made known from time to time by the General Staff, through the Japanese Ministers or Consuls to the chief office or the branch offices of the Association in the various countries.
3. The chief office is located at Peking and until proper buildings have been found, it is established within the
the quarters of Japanese Legation. Branch offices are established in Manchuria, Inner and Outer Mongolia, Tibet, Szu Ch'uan,
Yunnan,
